Saat ini Indonesia menjadi negara ekonomi peringkat ke-16 dengan total konsumen 45 juta jiwa. Permasalahanya, sebagian besar barang pangan dan non-pangan yang dikonsumsi sehari-hari merupakan barang-barang impor. Sayangnya, hampir 70 persen produk impor non-pangan yang beredar saat ini ternyata tidak sesuai dengan standar nasional Indonesia (SNI), barang-barang tersebut cenderung merugikan konsumen khususnya di kalangan masyarakat miskin. Mudahnya masuk barang-barang impor tidak bisa dipungkiri karena longgarnya aturan impor yang diterapkan di Indonesia serta biaya bea impor yang rendah pula. Salah satu aturan yang bisa membatasi banjirnya produk-produk impor ialah penerapan SNI. Meskipun Pemerintah Indonesia telah memiliki Peraturan Pemerintah Nomor 102 Tahun 2000 tentang Standardisasi Nasional, namun aturan tersebut belum menjadi landasan penerapan SNI secara optimal. Di tahun 2014, Pemerintah Indonesia mengeluarkan Undang-undang Nomor 20 Tahun 2014 tentang Standardisasi dan Penilaian Kesesuaian. Melalui undang-undang ini diharapkan agar industri nasional dapat meningkatkan daya saingnya melalui inovasi. Menurut Global Competitiveness Index 2014-2015, peringkat daya saing Indonesia peringkat 34 sementara peringkat inovasi di urutan 31 dari total 144 negara. Namun demikian, keluarnya undang-undang ini dapat pula menghambat aktivitas inovasi di kalangan industri nasional jika tidak diikuti dengan keberpihakan pemerintah dalam peningkatan daya saing nasional yang bertumpu pada pertumbuhan industri lokal. Tulisan ini merupakan studi literatur yang dipadukan dengan pengalaman empiris penulis terkait penerapan SNI di lapangan. Temuan studi ini ialah Pemerintah Indonesia harus merumuskan dan mengimplementasikan turunan UU 20/2014 dengan mengacu pada kemampuan industri lokal dan peluang pasar baik di level nasional dan internasional.

Recently, Indonesia’s economy ranks position 16th by number of 45 million consumers in the world. The problem, most of food and non-food products which are consumed by Indonesian people are imported from abroad. Unfortunately, almost 70% of imported non-food products are not compatible with Indonesia National  Standard (SNI). Even those tend to disserve consumers of the poors in Indonesia. Limitation of strong laws to regulate flux of imported products and low customs are main causes why imported products with low quality standard can permeate in Indonesia market. One of regulations which delimit flow of imported products is implementation of SNI. Though Government of Indonesia has The Regulation of Government Number 102 about National Standardization, but that regulation has not become basis for implementing SNI optimally. Therefore, in 2014 Government of Indonesia issued Act Number 20 Year 2014 about Standardization and Compatibility Appraisal. This act aims in order that national industries can grow up their competitiveness by means of innovation. According to Global Competitiveness Index 2014-2015, Indonesia ranks position 34th at competitiveness and 31th at innovation level of 144 countries. Notwithstanding, issuance of this act can hinder innovation activities of national industries if Government of Indonesia does not directly intervene to increase national competitiveness based on local industy growth. This study is literature review which is combined of researcher experience related to implementation of SNI in field. The finding study is that Government of Indonesia has to formulate and implement derivative of Act No. 20 Year 2014 referring to local industries capability and market opportunities at both national and international level.
